The best thing you can do to improve the organization and utilitarian use of your closet is to get rid of half of it. We tend to wear 20% of our wardrobe, so what is that other stuff doing? Or you can give it to Goodwill. Yes, even if it is stained. If they can’t sell it, they will give it to a clothing recycler and make money off it that way. Not making this up, we have researched it.
Yes you can give it to your friend, aunt, sister, etc., but there’s a good chance that they don’t want it, and that they will feel obligated to keep it because you gave it to them. Give it back to the universe and it will find the right home.
